We meter six things: jobs you create, DVI media captures, PDF documents you render, active users, active bays, and storage bytes. Every other module on every tier is unmetered — there is no per-feature gating. If you exceed a limit, the action returns 403 with a structured body and the UI shows an upgrade prompt.

Yes. The next month starts on the new tier's quotas. If your existing usage (jobs in flight, PDFs already generated) would exceed the lower tier, you have 30 days to bring it within quota before the new tier's gates start enforcing.
